For decades, software has largely been built around a simple idea: people tell software what to do.
A user opens an application, clicks a button, fills out a form, searches for information, or follows a workflow. Behind the scenes, APIs connect different services and allow software systems to communicate with one another.
But artificial intelligence is beginning to change that model.
Instead of simply exposing an API and waiting for another application to call it, software can increasingly become something an AI system can understand, interact with, and use to complete a task.
This shift is taking software from APIs to actions.
The difference may sound subtle, but it could fundamentally change how applications are designed, discovered, and used.
What Are APIs?
An API, or Application Programming Interface, is a structured way for software systems to communicate.
For example, a travel application might use APIs to access flight information, while an online store might use APIs to process payments or check inventory.
APIs have become one of the foundations of modern software.
They allow different services to work together without requiring developers to understand every detail of the underlying system.
A developer can connect to a payment API, for example, rather than building an entire payment infrastructure from scratch.
This model has enabled the growth of cloud computing, mobile applications, SaaS platforms, digital marketplaces, and countless online services.
But there is one important limitation:
APIs are primarily designed for software developers.
Humans generally interact with software through interfaces such as websites, mobile applications, dashboards, and forms.
Developers interact with software through APIs.
AI agents could introduce another layer: software interacting with software on behalf of humans.
From Information to Action
Traditional software often helps users find information or perform individual tasks.
You might search for a product, compare prices, open a calendar, write an email, or book a meeting.
The user remains responsible for connecting all those steps together.
Imagine asking an AI assistant:
“Find a suitable hotel for my trip, check the price, make sure it fits my schedule, and book it.”
That request involves multiple actions.
The AI would need to understand the user’s intention, search for information, evaluate options, access relevant services, and potentially complete a transaction.
This is where the concept of action-oriented software becomes important.
Instead of simply asking:
“What information can this software provide?”
AI systems can increasingly ask:
“What can this software help me accomplish?”
That is a much bigger shift.
The Rise of AI Agents
AI agents are one of the major forces behind this transition.
A traditional chatbot primarily responds to prompts.
An AI agent can potentially take a goal, break it into steps, use tools, interact with software, and work toward completing the task.
For example, an AI agent helping with business operations might:
- Read incoming requests
- Search a company’s knowledge base
- Check inventory
- Update a customer record
- Generate a response
- Create a task for a team member
- Send a notification
The important change is that the AI isn’t simply generating text.
It is using software to perform work.
This creates a new relationship between AI and applications.
Software becomes less like a collection of screens that humans operate and more like a collection of capabilities that intelligent systems can access.
APIs Were Built for Developers. Actions Could Be Built for Agents.
APIs will not disappear.
In fact, APIs are likely to remain an important foundation of modern software.
What changes is the layer above them.
Consider a banking application.
A traditional API might expose functions for:
- Checking account balances
- Viewing transactions
- Making payments
- Managing beneficiaries
A developer can build an application using those capabilities.
An AI agent could potentially use the same capabilities to help a user complete a task.
The user might say:
“Move money into my savings account every month.”
Instead of manually navigating the banking application, the user could describe the desired outcome.
The AI system could understand the request and interact with the appropriate software capabilities.
This creates a new abstraction:
Intent → Action → Result
Rather than:
Screen → Button → Form → Confirmation
That difference could become increasingly important.
Software Is Becoming More Actionable
For years, companies have focused heavily on making software easier for humans to use.
Better interfaces, simpler navigation, responsive designs, and personalized experiences have all contributed to better user experiences.
The next stage could involve making software easier for machines to use as well.
An application might expose clear capabilities such as:
- Search products
- Create an order
- Check availability
- Schedule an appointment
- Update an account
- Generate a report
- Cancel a subscription
These capabilities can become building blocks for AI agents.
Instead of building a new application for every workflow, an AI system could combine capabilities from different services.
This could create a more flexible software ecosystem.
The Agentic Software Layer
The traditional software stack has several familiar layers.
There is the user interface.
There is application logic.
There are databases and infrastructure.
There are APIs connecting different systems.
AI introduces another potential layer: agents that understand goals and coordinate actions across these systems.
This can be thought of as an agentic software layer.
An agent might interact with several applications during a single task.
For example, planning a business trip could involve:
- Checking the user’s calendar
- Searching travel options
- Comparing prices
- Checking company travel policies
- Booking transportation
- Reserving accommodation
- Adding details to the calendar
- Sending the itinerary
Each individual service already exists.
The new capability comes from coordinating them around a single objective.
Why This Matters for Businesses
The shift from APIs to actions could change how businesses think about digital products.
Today, companies often compete for human attention.
They optimize websites for users.
They build mobile applications.
They invest in search visibility, advertising, and user interfaces.
But if AI agents increasingly become intermediaries between people and software, businesses may also need to make their services understandable and usable by those agents.
That means a company may need to answer questions such as:
- Can an AI agent understand what our service does?
- Can it discover our products?
- Can it retrieve accurate information?
- Can it complete a transaction?
- Can it verify important details?
- Can it interact with our systems safely?
This could create a new dimension of digital accessibility.
From Websites to Capabilities
A website traditionally represents a business through pages.
There might be a homepage, product pages, pricing pages, forms, dashboards, and checkout screens.
For humans, this makes sense.
But an AI agent doesn’t necessarily need to browse every page visually.
It needs to understand what the business offers and what actions are available.
Imagine a restaurant website.
A human might look through a menu and click through a reservation system.
An AI agent might instead need to understand:
- Available tables
- Opening hours
- Menu information
- Dietary options
- Reservation availability
- Cancellation policies
Then it could help the user complete the reservation.
The website still matters.
But its role could expand from being a destination for humans to being a source of information and actions for both humans and machines.
The End of the App-Centric Experience?
This evolution could also change how people interact with applications.
Today, we think in terms of apps.
Need a ride? Open a transportation app.
Need food? Open a delivery app.
Need to transfer money? Open a banking app.
Need to book a hotel? Open a travel app.
AI could eventually allow users to describe what they want without knowing which application should handle it.
Instead of:
“Open the travel app.”
The experience becomes:
“Plan my weekend trip.”
The AI determines which services are required.
This doesn’t necessarily mean applications disappear.
Instead, applications could become capability providers behind a more intelligent interface.
The App Store Could Become Less Important
If users increasingly discover software through AI assistants, traditional app discovery could change.
Today, companies compete for visibility in app stores and search engines.
In an agent-driven environment, another question becomes important:
Can an AI agent discover and use your service when a user needs it?
This creates a new kind of software distribution.
Instead of downloading an application and then learning how to use it, users might simply request an outcome.
The AI could choose the appropriate services.
That could make capability discovery as important as application discovery.
APIs Will Still Matter
It is important not to interpret the transition from APIs to actions as the replacement of APIs.
APIs are likely to remain essential.
They provide structured access to software capabilities and form much of the infrastructure that agents will use.
The evolution is more accurately described as:
APIs → Tools → Actions → Agentic Workflows
APIs provide connectivity.
Tools give AI systems access to capabilities.
Actions allow those capabilities to be used toward a goal.
Agentic workflows combine multiple actions into a larger task.
Each layer builds on the previous one.
The Importance of Trust
Giving AI systems the ability to take actions creates a major challenge: trust.
Generating a wrong answer is one problem.
Taking the wrong action can be much more serious.
An AI that incorrectly summarizes an email may be inconvenient.
An AI that sends the wrong email, makes an incorrect purchase, changes an important account setting, or deletes information could create real consequences.
As software becomes more actionable, systems will need stronger mechanisms for:
- Permissions
- Authentication
- User approval
- Identity verification
- Activity logging
- Transaction limits
- Error handling
- Human oversight
The question will no longer be only:
“Can AI use this software?”
It will also be:
“What is AI allowed to do?”
The Permission Economy
This could lead to a new concept in software: the permission economy.
Users may give AI agents different levels of authority.
For example:
Low permission:
AI can read information.
Medium permission:
AI can create drafts and prepare actions.
Higher permission:
AI can perform approved tasks automatically.
Restricted permission:
AI must request confirmation before completing sensitive actions.
This approach could allow automation without giving AI unlimited control.
The goal would be to make delegation practical while keeping humans in control of important decisions.
Software Designed for Humans and Machines
For decades, software design has focused primarily on human-computer interaction.
The next generation may need to consider both:
Human-computer interaction
and
Agent-computer interaction.
Humans need clarity, visual design, accessibility, and intuitive workflows.
AI agents need structured information, predictable actions, clear permissions, reliable data, and understandable capabilities.
The best software may eventually be designed for both audiences from the beginning.
What Happens to Developers?
Developers are unlikely to become less important.
Their role could change.
Instead of only building screens and traditional workflows, developers may increasingly build capabilities that intelligent systems can safely use.
A developer might ask:
- What actions should our software expose?
- What information should an AI agent be able to access?
- What permissions should each action require?
- How should errors be handled?
- How can users review automated actions?
- How can we make our system understandable to AI?
This moves software development toward a world where applications are not just interfaces.
They become programmable environments for humans and AI systems.
The Rise of Composable Software
Another major consequence could be the rise of composable software.
An AI agent could combine capabilities from many services to create a workflow that no single application provides.
For example, a business agent might combine:
- A CRM
- An email platform
- A calendar
- An accounting system
- A project management platform
- A customer support system
The agent becomes the coordinator.
Each application provides specialized capabilities.
This could make software ecosystems more modular and flexible.
A New Definition of User Experience
User experience may also evolve.
Today, UX often means making an interface easy to navigate.
In an agent-driven world, UX could also mean making outcomes easy to request.
The best experience may not always be the application with the most beautiful interface.
It could be the service that makes its capabilities easiest for an AI system to understand, access, and execute safely.
That doesn’t make visual design irrelevant.
Humans will still need interfaces.
But the interface may no longer be the only way users experience a product.
The Future of Software May Be Outcome-Based
The biggest change may be philosophical.
Traditional software is often organized around features.
Users learn what an application can do and then operate those features.
Agentic software could be organized around outcomes.
Users describe what they want.
AI systems determine how to achieve it.
For example:
Instead of:
“Open my calendar and create a meeting.”
Users could say:
“Find a one-hour slot for the team next week.”
Instead of:
“Search three websites and compare the prices.”
Users could say:
“Find the best available option within my budget.”
Instead of:
“Open the CRM and update this customer’s record.”
Users could say:
“Update the customer record with today’s conversation.”
The underlying software still performs the work.
But the user experience becomes more natural.
From Software Tools to Software Partners
This evolution could ultimately change how we think about software itself.
Applications have traditionally been tools.
Humans operate those tools.
AI introduces the possibility of software becoming part of a larger network of tools that intelligent systems coordinate.
The application remains a tool.
The AI becomes the coordinator.
The user provides the goal.
This creates a new relationship:
Human → AI → Software → Action → Result
Rather than:
Human → Application → Manual Workflow
That may be one of the defining changes in the next generation of software.
What Comes Next?
The transition from APIs to actions will not happen overnight.
Existing applications, APIs, websites, authentication systems, and databases will continue to power the digital world.
But the way those systems are accessed could change significantly.
AI agents may increasingly become the interface between people and software.
Applications may expose capabilities instead of forcing users through every step.
APIs may become building blocks for intelligent workflows.
And businesses may begin optimizing not only for human users, but also for the AI systems that increasingly act on their behalf.
The result could be a more intent-driven internet.
You won’t always need to know which application to open, which website to visit, or which button to press.
You may simply need to explain what you want.
Conclusion: The Software Era Is Moving From Access to Action
APIs transformed software by allowing different systems to communicate.
AI agents could take that idea one step further by allowing software systems to act together around human goals.
The future isn’t necessarily about replacing APIs.
It’s about building a layer above them where software capabilities can be discovered, understood, combined, and executed by intelligent systems.
That means the next evolution of software may not be about creating more applications.
It may be about creating software that can participate in accomplishing things.
The most important question for software could gradually shift from:
“What can this application do?”
to:
“What can this application help an intelligent system accomplish?”
And that shift—from APIs to actions—could become one of the defining ideas of the agentic software era.
